Purpose

The Regulatory Integration Work Team examines the impact of new regulatory requirements on DoD bases, what bases need to do to meet those new requirements, and pollution prevention measures that can be taken to ease compliance burdens.

Regulatory Integration Work Team History and Structure

The Regulatory Integration Team was formed in February 2000. Prior to that time, several of its members had been active in a P2 Policy and Planning Work Team. In 1999, The P2 Policy and Planning Work Team and other DoD Partnership participants requested that the P2 Policy and Planning Work Team change its focus, because they believed that the Work Team had accomplished its initial mission. At the DoD P2 Partnership Plenary Session, held February 23 - 24, 2000 in Albany, Georgia, Partnership participants and the former P2 Policy and Planning Work Team members expressed their interest in the formation of a new Work Team - the "Regulatory Integration Work Team". The initial mission of the Work Team is to examine and prioritize any upcoming and new regulatory requirements that affect Georgia's DoD bases, and to evaluate pollution prevention measures that can be taken to ease compliance burdens.

Work Team Activities

The Regulatory Integration Work Team had its first meeting on June 22, 2000, in conjunction with the DoD EPA Region 4 Environmental Conference in Atlanta. Prior to the meeting, work team participants responded to a survey that was used as a tool to gauge DoD's concerns about regulations that are both barriers and opportunities to promote pollution prevention, and new regulatory requirements that are of the greatest concern to bases. During the first meeting, the work team participants reviewed the survey responses, and decided that the two biggest areas of concern and uncertainty related to new requirements are TMDLs and stormwater permitting. The work team members requested that representatives from EPD, and possibly EPA, meet with them to discuss these new regulations and to answer general questions about how they will be implemented. The meeting on stormwater requirements was held on November 14, 2000. A link to the meeting summary is included above. The meeting on TMDLs has been scheduled for January 18, 2001.
