Fort Stewart

Executive Summary

Fort Stewart has been actively incorporating Pollution Prevention into their everyday operations in accordance with United States Army, Executive Order, and federal, state and base policies, goals and directives. Pollution prevention initiatives have resulted in a significant reduction in the generation of hazardous waste at Fort Stewart.

Introduction

Fort Stewart is the largest Army installation east of the Mississippi River, covering an area of 279,270 acres. Fort Stewart is located in southeastern Georgia and covers parts of Liberty, Long, Bryan, Evans, and Tattnall counties. Hunter Army Airfield (AAF) is part of the Hunter/ Fort Stewart complex and covers about 5,400 acres in Savannah, Georgia. Fort Stewart has a total soldier population of 15,875 along with 3,356 civilian employees. Hunter AAF has a troop strength of 4,160 soldiers and 731 civilians. All together, there are 20,035 soldiers, 4,087 civilian employees, and 32,751 military family members for a total population of 56,873. In FY95, Fort Stewart and Hunter AAF's economic impact on the local economy exceeded $771 million. Hunter AAF is the home of the Army¹s longest runway at 11,000 feet and is able to accommodate any aircraft in the U.S. air fleet, including the C-5 Galaxy. This capability is critical to Hunter AAF¹s role as a "power projection platform" or a location from which forces can easily deploy by air or by sea.

Pollution Prevention Program

Fort Stewart has a comprehensive Pollution Prevention Plan to guide efforts to reduce its impact on the environment. The Plan covers hazardous waste, hazardous materials and solid waste program management.

Hazardous Waste Goal

Fort Stewart set a pollution prevention goal of reducing the generation of hazardous waste 50% by December 31, 1999 from the baseline year of 1994. To date, Fort Stewart has reduced hazardous waste generation by more than 78%, thereby surpassing their goal. Most of the reductions achieved at Fort Stewart in hazardous waste generation were achieved through the elimination of petroleum naphtha solvent sinks from motor pools. The sinks were replaced with a variety of parts cleaners which utilize non-hazardous materials. Other reductions were achieved through diverting regulated wastes from disposal to the on-site energy plant for use as fuel. This resulted in a reduction of reported used oil and used antifreeze generation.

Solid Waste Goal

Fort Stewart recently developed a solid waste management plan in an effort to reduce solid waste generation rates and to make maximum use of its excellent recycling program. The installation recycles over 17 different types of materials totaling approximately 2,748 tons each year. Recycling of these materials generates approximately $190,000 in revenue per year. Fort Stewart is expanding its recycling operation by purchasing a new baler, sorting station/conveyor and other equipment which will double the capacity of the current operation.

Hazardous Materials

Fort Stewart is in the process of establishing a centralized Hazardous Material Control Center (HMCC). The anticipated benefits of this effort include reduced hazardous material usage and related reduction in hazardous wastes, greater accountability for hazardous materials used on post, purchase and disposal cost avoidance of hazardous materials and increased readiness for the supported troop units.

Future P2 Plans

  • Fort Stewart plans to implement a number of pollution prevention measures in the future, including taking advantage of HQ Forces Command funded training of unit and installation personnel in pollution prevention concepts. The purpose is to integrate the pollution prevention mindset beyond the environmental arena into the tenants¹ everyday operations.
  • Additionally, Fort Stewart plans to implement projects to increase the efficiency of the Directorate of Logistics paint shop by purchasing a pre-fabricated paint removal building, plastic bead media equipment for paint stripping, vacuum sanders and spray gun wash units to reduce waste.
